Federal authority covers moves between states. A different permit covers moves that start and end inside Nevada, and it comes from the state. That permit is the CPCN.
What the certificate is
Nevada Revised Statutes Chapter 706 governs motor carriers. Under NRS 706.391, when a carrier applies for a certificate of public convenience and necessity, the Authority sets a hearing and grants the certificate if it finds the applicant is financially and operationally fit, willing and able to perform the services. The Authority supervises regulated carriers and approves rates and tariffs.

The public record for O'Brien's
The NTA published a notice dated January 31, 2018, Docket 18-01029, that lists O'Brien's Moving & Storage, Inc. as a household goods mover under CPCN 1070. That public notice is the source for the number printed on this site.
NRS 706.085 defines household goods as the personal effects and property used in a dwelling, which matches the federal idea. The state certificate is what applies when your goods stay inside Nevada, for example when a family moves between two Nevada addresses.
How it differs from the federal credentials
The pairing is simple. Moves within Nevada rest on the CPCN and an NTA-approved tariff. Moves between states rest on federal operating authority, shown by U.S. DOT No. 30611 and MC-109375. A move from Reno to a California address crosses a state line, so it is an interstate move under federal rules even though it is short.

Why customers check it
- It shows the mover is recognized to operate in Nevada
- It ties the mover to an approved tariff
- It gives you a public record to read before signing
Ask any Nevada mover for its CPCN number, and compare it with the NTA's published records.
What to do with the number
Write the CPCN down when you receive an estimate for a move that stays in Nevada, and keep it with the other paperwork. If a question comes up later about rates, service terms or a complaint, the number tells the Authority exactly which carrier you mean. O'Brien's office in Sparks is open Monday to Friday, 8 am to 5 pm, at 775-359-6683, and an estimator can show you which credential applies to your particular move.
CPCN and the tariff
A certificate carries an approved tariff with it. The tariff is the public rate book for moves within Nevada, and your estimate applies it to your goods. See tariff for how the book is read.
